"Network" is an easy #1 for me too. I personally don't think "Dog Day Afternoon" is among his best, but it's still a really good movie. Need to see "Serpico".

You're missing one key film, though: his quietly brilliant "Running on Empty", which features a brilliant performance by River Phoenix. It's just a wonderful film, and I'd probably rank it behind only "Network" and "12 Angry Men" (though I just saw "Before the Devil Knows You're Dead", which is brilliant too). What a great director he was.
